하나님의 뜻은 불순종하는 요나 선지자가 바다에 던져지는 것이었습니다(요나 1:12). 물론 하나님께서는 이미 큰 물고기를 예비하셨습니다(17절). 그러나 불신자 사공들은 요나를 살려 보려고 힘써 노를 저어 배를 육지로 돌리고자 했습니다(13절). 그리했을 때 점점 흉용했던 바다가(11절) "점점 더 흉용하므로" 사공들은 능히 배를 육지로 돌릴 수가 없었습니다(13절). 그 사공들은 능히 하나님과 대결해서 이길 수가 없었습니다. 그들의 뜻인 요나 선지자를 바다에 던지지 않고 배를 육지로 돌리고자 하는 것과 하나님의 뜻인 요나 선지자를 바다에 던지는 것과 충돌했지만 결국 그 사공들은 "주 여호와께서는 주의 뜻대로 행하심이니이다"라고 말한 후 요나 선지자를 바다에 던졌습니다(14, 15절).
