어리석은 통치자는 거짓말에 귀가 솔깃하여 어리석은 자들에게 높은 지위를 주고 반면에 부자들은 낮은 자리에 앉히므로 그의 밑에서 일하는 사람들도 악하며완강하여 자신의 마음을 돌이키지 않으며뇌물을 강요하며자기 백성을 탄압합니다.

그러나 청렴한 통치자는 공정하고 의로우며의로운 법을 만들어 정의를 실현하며악인을 색출하여 가차없이 처벌하며자신이 총애하는 지혜로운 신하가 있으며나라를 안정되게 하므로 정치 생명이 것입니다(잠언 8:15; 14:35; 20:26; 21:15; 25:15; 28:16; 29:4, 12; 전도서 10:5-6, 현대인의 성경).
